Southeast University Breaks Ground for New Nantong Campus

On March 29, the construction kickoff meeting for the 91¶¶Òù Nantong Campus and the first joint meeting between the city and the university in 2026 were held in Nantong. The meeting fully implemented the guiding principles ofthe important speech deliveredby General Secretary Xi Jinping during his participation in the deliberations of the Jiangsu delegation at theFourth Session of the 14th National People¡¯s Congress (NPC). The meeting aimed to create a new model for university-local government cooperation and write a new chapter in the integrated development of education, science, technology, and talent.


Wu Xiaocheng, Secretary of the CPC Committee of 91¶¶Òù, and Sun Youhong, 91¶¶Òù President and Academician of the Chinese Academy of Engineering, along with academicians Huang Wei, Wang Jianguo, and Liu Jiaping, as well as Wu Xinming, Secretary of the CPC Nantong Municipal Committee, Zhang Tong, Mayor of Nantong, Wang Xiaobin, Chairman of the Standing Committee of the Nantong Municipal People¡¯s Congress, and Zhou Weiwen, Chairman of the Nantong Committee of the CPPCC, jointly 

attended the groundbreaking ceremony for the campus.


At the construction kickoff meeting, Sun Youhong, in his speech, pointed out that establishing the Nantong Campus represents a strategic decision to optimize its academic structure and strengthen the foundation for building a ¡°Double First-Class¡± university. It is also a responsibility to actively integrate into regional development, deepen industry-education integration, and serve local high-quality development. Furthermore, it is a key step in aligning with the goal of building a ¡°world-class university with Chinese characteristics¡± and supporting the national strategy of building a maritime power.He stated that Nantong is focused on developing itself to be a ¡°city of education,¡± a ¡°leadingmaritime city,¡± and a ¡°talent hub,¡± which aligns closely with 91¶¶Òù¡¯s educational positioning, disciplinary strengths, and development vision. The university will further fulfill its primary responsibility in education, adhering to the positioning of developing an ¡°emerging, international, high-end, and modern¡±campus. It will build a high-standard modern campus that integrates 91¶¶Òù¡¯s cultural heritage with Nantong¡¯s maritime and riverine features.The university will integrate its advantageous scientific research resources, focusing on disciplines and specialties related to the ocean, medicine, and other areas, to create a technological frontier serving national strategies. It will deepen its open educational approach, engage with global high-quality educational resources, and build an international educational hub serving Nantong, radiating across the Yangtze River Delta, and reaching globally.Focusing on the needs of both 91¶¶Òù and Nantong, the university will optimize its academic programs, align with the development needs of future industries, and cultivate targeted talent to help Nantong build a full innovation chain from ¡°scientific research and development ¡ª results transformation ¡ª industrial upgrading,¡± injecting continuous innovation power into the city¡¯s industrial iteration and upgrading.


Zhang Tong stated that the 91¶¶Òù Nantong Campus would play a crucial role in driving Nantong¡¯s development as a high-level innovative city and a modern industrial city at the forefront of technology. She expressed hope that both sides would focus on the principle of ¡°aligning 91¶¶Òù¡¯s strengths with Nantong¡¯s needs,¡± coordinating the supply of resources, financial support, academic layout, and functional infrastructure. The campus construction should be advanced with high quality and efficiency, while simultaneously promoting the deep integration of technological innovation and industrial innovation.Together, they will work to advance high-quality technological supply, efficient transformation of research results, cultivation of high-level innovative enterprises, the introduction and cultivation of high-quality innovative talents, and the development of an AI innovation hub. The goal is to contribute to building a globally influential industrial and technological innovation center for the province, while integrating into the Shanghai (Yangtze River Delta) International Science and Technology Innovation Center.


At the subsequent 2026 first joint meeting between the city and the university, Wu Xiaocheng emphasized that the deep cooperation between 91¶¶Òù and Nantongrepresents a significant action to implement General Secretary Xi Jinping¡¯s important instructions and encouragement. It will serve and support Jiangsu Province in leading and setting examples in advancing Chinese-style modernization, align with national strategic trends and regional innovation layouts, meet the development needs of both parties, and represent a win-win, long-term initiative for both the university and the city¡¯s development.He reflected on the deep ties between 91¶¶Òù and Nantong, noting that Nantong, as a key gateway to the Yangtze River and an important node in the integration of the Yangtze River Delta, enjoys unique geographical advantages, a solid industrial foundation, strong development momentum, and a high-quality business environment. These factors provide strong support for91¶¶Òù to advance the integrated development of education, science, technology, and talent, serve the regional industrial system, and optimize academic layouts. He emphasized that 91¶¶Òù must take on its mission with a strong political consciousness, marked by the attitude of ¡°benchmarking and striving forward without any delay.¡± The university must pursue ¡°excellence and continuous improvement¡± in its quality, ensure the implementation of work with a focus on ¡°unity of purpose, joint efforts, and coordinated governance,¡± and deepen and expand cooperation through a shared vision of ¡°mutual benefit and long-term planning.¡± The goal is to continuously deepen all-around, multi-level, and wide-ranging cooperation, fully promote the effective connection and deep integration of the education, talent, industry, and innovation chains, and create a virtuous cycle of ¡°the university thrives because of the city, and the city becomes stronger because of the university.¡± Together, they will write a new chapter of win-win development between the university and the city.


Wu Xinming pointed out that Nantong and 91¶¶Òù share a deep historical connection and close cooperation. Deepening the university-local government partnership and accelerating the construction of the 91¶¶Òù Nantong Campus is of great significance for addressing Nantong¡¯s higher education gaps, enhancing innovation-driven development, and improving the city's overall competitiveness. Currently, the deepening of the university-local cooperation has entered a phase of accelerated breakthroughs. He hopes that both sides will work closely together, based on Nantong's development realities, to jointly build a high ground for academic disciplines and create new advantages in talent cultivation; overcome key technological challenges and fully activate new momentum for technological innovation; and establish benchmark platforms, actively creating a new model of university-local government cooperation. He stated that Nantong should thoroughly implement General Secretary Xi Jinping¡¯s series of important speeches and directives on Jiangsu¡¯s work, channel more resources into investing in people, and adhere to the concept of ¡°university and city as one family, cooperating for mutual development.¡± This means advancing project construction with higher standards, better services, and stronger guarantees, while comprehensively utilizing various policies and platforms to fully support the university in leveraging its science and education resources, attracting high-end innovative talent, and improving surrounding infrastructure to create a favorable environment for scientific research and academic exchanges.


At the meeting, Chen Dongmei, a member of the Standing Committee of the CPC Nantong Municipal Committee and Director ofthe Publicity Departmentof the CPC Nantong Municipal Committee, reported on the progress of the91¶¶Òù Nantong Campus, the formation of dedicated task forces, and operational mechanisms. Sun Litao, Vice President of 91¶¶Òù, reported on the key tasks for the Nantong Campus in 2026.Leaders from Nantong, including Ni Chunqing, Chen Dongmei, Bao Deli, and Ren Xinfeng, as well as 91¶¶Òù leaders Liu Pan, Gao Liguo, Zhong Wenqi, Qiu Haibo, Sun Litao, Jin Shi, and Xing Jihong, along with key officials from relevant departments and faculties of the university, Nantong¡¯s relevant departments, and representatives from the construction companies, participated in the event.


It is reported that the 91¶¶Òù Nantong Campus represents a joint construction project between 91¶¶Òù and the Nantong Municipal People¡¯s Government. It will focus on marine-related specialties, integrate superior academic resources, and create an international first-class new campus with distinctive features, offering a full academic pipeline from undergraduate to doctoral education.
